Goverment House. 04

Hongkong, 25th. November, 1903.

I have the honour to inform you that the

District Watchmen's Committee have recently, with my concur-

rence, increased the number of District Watchmen by 12 men,

with a view to the better protection of the Chinese portion

of the City of Victoria, and have at the same time applied

for grants of land on which to build Watchhouses for the

accommodation of the Watchmen. Sir Henry Blake was unable to

accede to all the Watch Committee asked for, but promised to

recommend a grant of land in the Eastern District of the City

for one Watchhouse which seemed an adequate return for the

additions made to the Force of Watchmen.

2.

A suitable site for such a Watchhouse has

been selected near No. 3 Police Station. As indicated on the

enclosed tracing its area is 6,900 Square Feet, which at 50

cents per Square Foot premium and at the rate of $350 per

acre Crown Rent represents a capital value of $4,265. The

cost of the erection of the quarters and the salaries of the

District Watchmen will not fall upon Government, but will be

met out of the funds of the Force.

3.

As the District Watchmen's Force fulfils A

HE RIGHT HONOURABLE

ALFRED LYTTELTON, M.P.,

800.
